In order to protect Wetlands http://water.usgs.gov/nwsum/WSP2425/legislation.html

the wetlands we need to protect the beaver, which is the keystone species that creates a habitat for all the other wetland creatures. The beavers in both Europe and North America were nearly slaughtered to extinction by trappers and developers. The beaver is still almost extinct in Europe, but is becoming reestablished in Canada and in protected areas of the United States. The New Paltz Village beaver suffered a grave loss in 2004 and fortunately the local government understood the importance of the New Paltz beaver and so a law http://www.all-creatures.org/cash/cc2004-fa-sadies.html  was created in response.
